    Abstract

    Of all the agreements and documents adopted at the Earth Summit, the most impressive and ambitious was Agenda 21. The result of an exhaustive two-year process of drafting, discussion and negotiation between governments, Agenda 21 was offered as a blueprint for sustainable development.
